Origin-based sourcing and a flat statewide rate
Idaho might have a reputation for low tax complexity, but its unique origin-based rules and grocery taxes often trigger unexpected audit penalties. With no county taxes and a flat 6% rate statewide, you might think compliance requires nothing more than flipping a switch. Not quite.
Idaho sales tax rate table
| Field | Value |
|---|---|
| State base rate | 6.0% |
| Average combined rate | 6.03% |
| Local add-on range | 0% to 1% |
| Maximum combined rate | 7.0% |
| Rates vary by county/city | Yes — resort cities only |
| Sourcing | Origin-based |
Resort cities like Sun Valley, McCall, and Ketchum impose up to 1% additional tax. Origin-based sourcing means you tax based on your business location, not the buyer's.
$100,000 — revenue-only, no transaction count
If your out-of-state business brings in more than $100,000 in gross sales during the current or previous calendar year, Idaho expects you to collect. Idaho eliminated the transaction count requirement and relies solely on revenue — including both taxable and exempt sales.
- Marketplace sales count toward your $100,000, even though the platform handles the tax.
- Because Idaho uses origin-based sourcing, remote sellers tax as if the customer walked into your physical headquarters.
The golden rule: rent or subscribe, and it's exempt
SaaS is not taxable in Idaho. If users access software via the cloud without downloading it, you don't collect tax. The same rule applies to all digital goods: permanent ownership triggers tax; subscription access doesn't.
| Product / service | Tax treatment |
|---|---|
| SaaS (B2B and B2C) | Exempt |
| Downloaded software (permanent license) | Taxable |
| Streaming / subscription software | Exempt |
| E-books, music, video (permanent download) | Taxable |
| E-books, music, video (subscription) | Exempt |
| Data processing / cloud hosting | Exempt |
The key distinction: Netflix-style access is exempt, but buying an MP3 outright is taxable.
Groceries are fully taxable — one of only 13 states
| Product category | Tax treatment |
|---|---|
| Groceries & unprepared food | Taxable at 6% |
| Prepared food & restaurant meals | Taxable at 6% |
| Clothing & apparel | Taxable at 6% |
| Prescription drugs | Exempt |
| Manufacturing machinery & equipment | Taxable at 6% |
| Raw materials (incorporated into product) | Exempt |
Groceries are taxed at the full rate — most states exempt food for home consumption, but Idaho doesn't.
Idaho does not offer any sales tax holidays
Given the flat 6% rate and fully taxed groceries, temporary tax breaks haven't gained legislative traction.

Not home-rule — a full SST member
Idaho is not a home-rule state. Resort cities (Sun Valley, McCall, Ketchum) can add up to 1%, but even these are administered by the state. Idaho is a full SST member, letting you use certified service providers to automate calculation and filing.
Voluntary Disclosure Agreement (VDA)
Idaho offers a formal VDA program. Lookback typically 3 years (vs. 5-year standard). Penalties waived entirely (a big win given the 25% standard penalty); interest owed. Process takes 60-90 days.
Audit risk in Idaho
Quiet but efficient enforcement. Common triggers: high exempt sales without documentation, misclassified digital goods (claiming exemption for permanent downloads), origin-sourcing errors for multi-location sellers, resort city tax errors. Statute of limitations: 3 years standard, 7 years for fraud or non-filers.
Recent changes & quirky rules
You charge tax based on where your business is located, not the buyer — surprising for remote sellers used to destination-based rules.
Sun Valley, McCall, and Ketchum can impose up to 1% additional local tax despite no general local sales taxes.
Exemptions & resale certificates
Idaho issues Form ST-101 (Resale or Exemption Certificate), also accepts SST Uniform Exemption Certificate. Blanket, never expire — but keep on file for at least 3 years. Common exemptions: resale, manufacturing machinery, agriculture, government, prescription drugs.
Your next steps for Idaho compliance
- Approaching $100,000? Idaho expects registration before your next transaction.
- Already past the threshold without registering? A VDA limits lookback to 3 years and eliminates penalties.
- Selling into resort cities? Verify you're collecting the extra 1% correctly.
